Think some additional context required here - Ordnance Survey is a Trading Fund and makes all its revenue from its customers; now, of course, a significant number of those customers are government agencies of one type or another so there is indirect income from government but it is not directly the taxpayer.
And if there is so much money to be made from a 3D London then the geographic framework that underpins it, and I think there is too, then those that create, maintain and distribute the data are more than entitled to their share.
Of course, if every architect and asset owner/manager was prepared to publish a full "as built" 3d model based on geospatial open standards complete with building information model, related underground services infrastructure, terrestrial photogrammetry (for the facades), then we could all mash up any kind of virtual 3d street, square, town and city for all kinds of purposes from the truly altruistic through b2c services and b2b solutions to gaming, situational awareness, emergency response planning and more.....Jack may get to see such diagrams and models on demand in 24 but the reality is somewhat more prosaic, for now...
