Neither company has made an actual tourism flight yet, but at least Virgin has an actual passenger spacecraft under construction that is based on a prototype that has flown into space (more than once) and been proven. What does XCOR have to offer? To the best of my knowledge, none of the other fledgling space tourism companies has prototype that has actually been proven with a flight into space. Offering a lower price isn't going to do you much good if you don't have a craft that can fly and your competitor does -- especially when you consider that Virgin might lower their price once their startup costs have been recovered and all they have left to worry about are operating costs.
