Eyes in the sky: ubiquitous real-time aerial surveillance

Wired’s Danger Room blog takes a look at the current state of the art as well as the latest ground surveillance specifications DARPA is bandying around to potential contractors:

In February we reported on Darpa’s Autonomous Real-time Ground Ubiquitous Surveillance – Imaging System (ARGUS-IS ), a 1.8 gigapixel flying eye which will be mounted in a 500-pound pod carried by a Predator or A160 Hummingbird robocopter. The ARGUS-IS makes for an impressive camera, with the resolution and processing power to track a large number of separate items including “dismounts” — people on foot — over a wide area, as well as “a real-time moving target indicator for vehicles throughout the entire field of view in real-time.”

But ARGUS-IS is already looking old. Now the Army is asking for something even more powerful. In a new request for solicitations, it outlined the concept for a novel visible/infrared sensor that will cover a much larger area on the ground — with much higher resolution.

The sensor is required to be lightweight with low power consumption and to have significantly lower operating costs compared to existing systems, and must be able to operate from small aircraft, either manned or unmanned. In terms of specifics, the Army is looking for 2.3 gigapixels running at two frames per second. By my reckoning, this suggests continuous coverage of area of around sixty-two square miles at 0.3m resolution with a single sensor. That’s quite a step up from Angel Fire, which covers a tenth of the area at much lower resolution.

That’s a lot of detail, for sure. And we can probably assume that the bulk of the aircraft carrying the hardware will in fact be unmanned; The Guardian reports that the US is now training more drone operators than bomber and fighter pilots combined.

Three years ago, the service was able to fly just 12 drones at a time; now it can fly more than 50. At a trade conference outside Washington last week, military contractors presented a future vision in which pilotless drones serve as fighters, bombers and transports, even automatic mini-drones which attack in swarms.

Five thousand robotic vehicles and drones are deployed in Iraq and Afghanistan. By 2015, the Pentagon’s $230bn (£140bn) arms procurement programme Future Combat Systems expects 15% of America’s armed forces to be robotic. A recent study ‘The Unmanned Aircraft System Flight Plan 2020-2047’ predicted a boom in drone funding to $55bn by 2020 with the greatest changes coming in the 2040s.

“The capability provided by the unmanned aircraft is game-changing,” said General Norton Schwartz, the air force chief of staff. “We can have eyes 24/7 on our adversaries.”

In Wired for War, author Pete Singer speculates the machines are harbingers of a new era of “cost-free war”.

“It’s an historic change,” said Singer. “Going to war has meant the same thing for 5,000 years. Now going to war means sitting in front of a computer screen for 12 hours. Then you go home and talk to your kids about their homework.”

Yeah, cost-free war! Awesome! Well, it’s not cost-free for the brown people caught in the crossfire, but hey, it’s hard to care about them so much when they’re just pixels on a screen, AMIRITE? [main story via NextBigFuture; image by skuds]

Mexico gov’t decriminalizes personal drug possession

marijuana plantThe headline says it all, basically – with very little fanfare or ceremony, the government of Mexico has voted to formally decriminalize small-scale possession of controlled drugs and intoxicants.

The law sets out maximum “personal use” amounts for drugs, also including LSD and methamphetamine. People detained with those quantities will no longer face criminal prosecution when the law goes into effect Friday.

Anyone caught with drug amounts under the personal-use limit will be encouraged to seek treatment, and for those caught a third time treatment is mandatory — although the law does not specify penalties for noncompliance.

Mexico has emphasized the need to differentiate drug addicts and casual users from the violent traffickers whose turf battles have contributed to the deaths of more than 11,000 people during Calderon’s term. In the face of growing domestic drug use, Mexico has increased its focus on prevention and drug treatment.

This is a controversial development for many reasons, especially following in the wake of the suggestion that a harsh economic landscape is linked to the loosening of prohibition laws. It will be interesting to see what effect it has on the crime rate in Mexico, not to mention how it’s larger richer neighbour to the North will react. [via SlashDot; image by Eric Caballero]

One thing is pretty certain, though: the border guards at Tijuana will need to draft in extra recruits for the next Spring Break season.

Lightning strikes upward into space, too

upward-lightningHere’s lightning flowing 40 miles up from the top of a storm, to touch the ionosphere. The photos of this phenomenon, called gigantic jets, were taken by Duke University engineer Steve Cummer.

“Gigantic jets are literally lightning that comes out of the thunderclouds, but instead of going down, like most lightning strokes do, these apparently find their way out the tops of thunderclouds, and then keep going and keep going and keep going until they run into something that stops them,” Cummer explained.

He adds:

“…What struck us was the size of this event.”

It appears from the measurements that the amount of electricity discharged by conventional lightning and gigantic jets is comparable, Cummer said.

But the gigantic jets travel farther and faster than conventional lightning because thinner air between the clouds and ionosphere provides less resistance.

The team was actually looking for sprites, “electrical discharges that occur above storm clouds and are colored red or blue, with jellyfish-like tendrils hanging down.”

Spectacle aside, studying the jets could lead to new ways to predict storms. And if nothing else, it’s something for writers to think about when they design their alien atmospheres.

The attention economy: curation by duration

This Short Manifesto on the Future of Attention by Michael Erard pushed a lot of my buttons, and I reckon it’ll be of some considerable interest to other art creators and consumers (writers and readers, for example, which is most of you lot):

I imagine attention festivals: week-long multimedia, cross-industry carnivals of readings, installations, and performances, where you go from a tent with 30-second films, guitar solos, 10-minute video games, and haiku to the tent with only Andy Warhol movies, to a myriad of venues with other media forms and activities requiring other attention lengths. In the Nano Tent, you can hear ringtones and read tweets. A festival organized not by the forms of the commodities themselves but of the experience of interacting with them. Not organized by time elapsed, but by cognitive investment: a pop song, which goes by quickly, can resonate for days; a poem, which can go by more quickly, sticks through a season. A festival in which you can see images of your brain on knitting and on Twitter.

I imagine a retail sector for cultural products that’s organized around the attention span: not around “books” or “music” but around short stories and pop songs in one aisle, poems and arias in the other. In the long store: 5,000 piece jigsaw puzzles, big novels, beer brewing equipment, DVDs of The Wire. Clerks could suggest and build attentional menus. We would develop attentional connoisseurship: the right pairings of the short and long.

Has a hint of the science fictional about it, but doesn’t seem implausible by any means given the way the web is mutating creation and commerce. But this bit deserves special attention:

I imagine an attention tax that aspiring cultural producers must pay. A barrier to entry. If you want people to read your book, then you have to read books; if you want people to buy your book, then you buy books. Give your attention to the industry of your choice. Like indie musicians have done for decades, conceive of the scene as an attention economy, in which those who pay in (e.g., I go to your shows) get to take out (e.g., come to my show). It would also mitigate one oft-claimed peril of the rise of the amateur, which is that they don’t know from quality: consuming many other examples from a variety of sources, even amateur producers would generate a sense of what’s good and what’s bad: in other words, in their community they’d evolve a set of standards. This might frustrate the elitists, who want to impose their standards. But standards would, given enough time, emerge.

This sounds very much like the online short fiction scene to me, albeit a more highly evolved version thereof, and the pparallel with the indie music scenes, especially at a local level, is palpable. I’d be tempted to make “economy” and “ecosystem” interchangeable, though. What do you think – will curation of niche artforms become a form of crowdsourced consensus of attention?
