		<description>I seem to remember a John Brunner novel on a similar premise, SQUARES OF THE CITY, but I don&#039;t think I ever got around to reading it.

It&#039;s easy to imagine ways this could go wrong, especially if Halliburton gets the contract. Anybody else thinking of DISTRICT 9 at this point?

But would it be possible to plan and design a way for this to go right? Any way for benefits to accrue to a poor benighted nation-state as a whole? Hmm... out of the goodness of everybody&#039;s hearts, of course.</description>

		<description>So you take a really miserable country - say the Congo - build a hypermodern fortess city smack in the middle, fast forward to a middle class, higher education, inflate the cultural identity, democratic values, appreciation of civility and modernity and secular rationalism - and everyone locked outside drools with envy. Lightning rods for desperation - the congolese locked out ultraville want in, the ultravillan &quot;a little more equal&quot; pigs do whatever it takes to protect their standard of living...? 

Pure evil. I am for it, because I don&#039;t want the poor Congolese here, but it&#039;s still unmitigated evil.</description>
