Internet access for soldiers in Iraq is a precious resource — at the government sponsored Internet cafes time limits of 10 to 15 minutes are common. Enterprising soldiers have set up their own satellite-based ISPs in places where electricity comes from generators.

From the department of “For What It’s Worth,” soldiers (and sailors and airmen and Marines) have been doing this since at least 2004. You could, given approval by one’s commander, even hire a local Iraqi contractor to place the dish and run cable for you.
When I was over there in 2004, someone even had 802.11g going in one of the living areas. (No DHCP, though, you had to know the private IP subnet.)
