Personally, I suspect it’s actually an artefact left behind by one of the more playful interventionist splinters of The Culture. WE MAY NEVER KNOW FOR SURE.
Somehow I’m reminded of the french animation “fantastic planet”. I think it’s an ohm.
It reminds me of the right panel of The Garden of Earthly Delights, by Bosch.
