Swapping the Senate for Reddit, and other daft ideas about digital democracy

Let’s abolish the Senate! Replace it with something truly new and egalitarian, a system that gives us thrilling optimism and empowerment, something far more representative than the so-called “House of Representatives” […] My proposal is to replace the moldering Senate with an electronic plebiscite system, i.e., something like Reddit.com.

Here’s how it works.

  1. Everyone who reaches voting age gets a log-in ID and a password.
  2. All bills advanced by the House of Representatives are posted on “reddit.com” for approval.
  3. Upvote or Downvote, voters get two weeks to cast their ballots and to state their opinions in comments as lengthy and as often as desired.
  4. The millions of comments are categorized in an efficient way so that the curious public can read all existing viewpoints. They are, in turn, also upvoted and downvoted as people find them more or less relevant.
  5. At the end of two weeks, all proposals that have received 60% (or another agreed-upon number) approval are enacted into law.

That would be just the start, apparently… :-s

Look, I’m a proponent of the idea of digitising democracy, but Reddit itself is a great example of why it wouldn’t work for major policies at a national scale. The tyranny of the minority, a banal hegemony of kneejerk special-interests NIMBYism and me-too-gimme-gimme… not entirely unlike a lot of the Western world as it already stands, in other words, albeit with more cat videos (which would admittedly be something of an improvement).

But if you can’t see how easily that sort of plebiscite framework could be gamed (let alone hacked)… well, you were a bit bold naming your website “Extropism”, let’s put it that way. Rhizomatic digital democracy could work, sure, but only in small numbers over small areas. You wanna go national with plebiscite, you need to think again, especially in a territory as large as the US – and you’re going to have to think about representatives in some shape or form, because there’s too much law and too little time for us everyday Josephines to deal with it at the same time as holding down a job. Now, if you want to talk about ways of building a representation system with total transparency and full-duplex discussion between the people and the rep, though, that’s another argument entirely…

That said, it’s hard not to be sucked in by the illusion of participation that the internet already offers – I’ve signed more petitions in the last two years than I have in my entire life, just because it’s so damned easy to do online. But things easily done are easily ignored, and that nice warm glow you get afterwards is the glow of complacency. You may not believe me, but the big charities and campaign groups are certainly waking up to it:

“… underlying slacktivism isn’t enough — you can’t just turn your profile green. If you show support you are lazy? No. But there has to be a number of people taking actions in the real world, too.” Anderson said.

It is this growing trend to show support via an online campaign that is threatening human rights movements across the globe, and the panel quickly picked up on the drawbacks of the internet in promoting false activism.

“I coined the phrase ‘mousy solidarity’ to explain how easy it is to click on a petition. We feel like we can participate.” said Professor Sreberny.

What was made clear from the event was that both sides — activists and regimes — can see the potential for technology to promote their cause. But it was the words of a press spokesman for hosts Amnesty International that really struck home, underlining the need to continue to fight across several platforms, rather than relying on new trends to promote the cause.

Speaking of supporting political protest against corrupt regimes, everyone seems a little stuck on this whole Iran business. Why don’t we just bombard Iran… with satellite internet signal!

This would be an invaluable help for a movement that the government can currently easily hinder with telecommunication cuts in the wake of large demonstrations. Most importantly, and from a US policy perspective, it would empower Iranians without committing troops or confronting the Iranian regime directly, solving the dilemma of American non-interference.

(Ah, non-interference is a dilemma, now? Is that another word for “knowing that there’s no legal way to pull it off, and remembering how badly it worked out last time?”)

Complications might, of course, arise. The Iranian government can crack down on the use of satellite dishes, as it has consistently done in the past, or attempt to jam the signal. The whole project might prove costly, perhaps cost more than the Voice Act’s $20m budget. But is a cyber war with Tehran’s regime not a more palatable route than the other “options” that remain relentlessly on the table?

Um. This chap somewhat misses the point of cyberwar – namely that the people opposing you on the web don’t necessarily have to be based in the country you’re trying to face down, or even care much about it beyond some vague and naive notion of religio-cultural brotherhood – but the idea itself isn’t entirely crazy.

In fact, if I wanted to destabilise a totalitarian regime with a censorship fixation, giving its people open internet access is one of the first things I’d want to be able to do… which leads me to suspect that toppling the Iranian regime probably isn’t as big a priority for the governments of the West as they might like us to think.

But maybe it would be, if we all just popped over to Reddit and clicked “upvote” enough times through multiple different proxy servers…

Outside the media: the geofenced future of advertising

Geolocation + smartphones + permission marketing – [old media channels] = ?

The campaign was created by Placecast, a location-based mobile ad company in San Francisco. It uses a practice called geo-fencing, which draws a virtual perimeter around a particular location. When someone steps into the geo-fenced area, a text message is sent, but only if consumers have opted in to receive messages.

Placecast created 1,000 geo-fences in and around New York, San Francisco, Seattle and Boston, cities where the North Face has many stores and areas that get a lot of snow or rain, so the company can tailor its messages to the weather. In urban areas, the fences are up to half a mile around stores, and in suburban areas they are up to a mile around stores.

Stowe Boyd reckons it’ll stick, and I’m inclined to agree.

It is going to be huge, especially with young people who text preferentially over talking on their phones. And of course, the retailers will pay for the messages.

And even better than come-ons like these will be the coupons. I am driving past the local Giant supermaket, and I get a text message with an attachment: 2 coupons for brands that I have registered at the Giant website. […]

But what Miller completely forgets to mention is that this is direct advertising, like direct mail was. This will end run the media companies who have made their bread and butter from advertising and coupons. If Domino’s can text me a code to get two pizzas half off today, why would the[y] advertise in the local paper?

If the future of advertising is direct and opt-in, through mobile devices to the consumer, the media lose the support of retail and local advertisers.

Yes, consumers still need to learn about PF Chiangs in the first place, but that is much more likely to be a direct experience, too, like going there with friends and then signing up for text-based promotions because it’s mentioned on the menu, or a friend uses a coupon or discount code.

The future of advertising is moving outside of media, and that’s another nail in the coffin for traditional print media.

And of course, there’ll be ways to game the locational ads system, too; step beyond the text message coupons and into mobile map apps, and suddenly there’s an incentive not to send you by the shortest route, but by the most lucrative – a brainwave courtesy of Jan Chipchase, caught in traffic in Virginia:

… the result I suspect of a sat-nav that decided that every possible road-works was a Point of Interest. Which might sound a bit far fetched today, until you consider that someone somewhere is drawing on ever more reams of data to serve up your your route – and someone else somewhere else is using every tool in their disposable to cajole individuals of interest past places ‘of interest’.

When the company pitching you advertising *also* calculates the most ‘efficient’ route to take from A to B you need to ask the criteria by wh[ich] efficiency is measured. And keep asking – the answer will likely change with the ebb and flow of financial results.

Of course, you could always turn off your phone, foregoing the navigational assistance in exchange for freedom from interstitial marketing. But then there’s a 93% chance that your route will be guessed by analysis of your previous movements, so you might as well leave it on and hope for a good open-source ad-blocker app…

… though this is almost certainly more worth worrying about than geolocational robbery crews.

Foursquare, Chatroulette and the social panopticon

I think what surprised me most about the Please Rob Me flap was how little flapping there was, and that most of what there was came from the sort of people I usually expect to see beyond the obvious tabloid angles to the truth of a technology story. Perhaps technopanics just aren’t getting the click-through they used to… or maybe everyone’s too busy covering the adventures of neoprene-clad sportsmen in cold places to care.

Stowe Boyd managed to make the point about Please Rob Me in a much more coherent and conciliatory fashion than I did:

I am suggesting that a single level of ‘friending’ is probably too general to satisfy assumed needs for safety, although there is little evidence that social tools increase the likelihood of burglaries or rape. We don’t have an epidemic of ‘social crime’ to resolve here.

The slippage of geolocational information from a closed, stable network into an open, dynamic one opens up a wider assemblage of contacts, but without the assumed friendship that comes from symmetric following. […]

So, I think the slippage of geolocational information from a closed, stable system like Foursquare into an open, dynamic system like Twitter is less problematic than generally considered. I don’t think it, per se, is scary.

While it is possible that a cadre of burglars or a sex slave ring might try to eavesdrop on our geolocational information in these services, history would suggest that our so-called friends and acquaintances are actually the source of most of these dangers.

People are scary, not social tools.

Quite – and that’s not to underemphasise the potential scariness of people, either. The perspective we need to regain here is that technologies aren’t intrinsically creepy, invasive and risky, but that some people are. If anything, gaining a true understanding of the implications of a technology is probably a better way to minimise its risks than a witch-hunt. Kids can cut themselves with sharp knives – so do we ban all knives, or do we just teach kids not to play with them?

I’m not saying that encroachment into privacy isn’t a problem – just ask the kids of Harriton High School. But we need to move away from this culture of blaming technology for the misuses it is (or could be) put to by people; it’s the same fallacy that the hair-shirt greens are so fond of, and it’s counterproductive on every level. Sure, we’re all able to watch each other more thoroughly than ever before, and yes, the social panopticon comes with similar social risks to a more monolithic (e.g. governmental) surveillance apparatus [via @AmandaChapel]- but it’s not going to go away. Wringing your hands is a waste of time; if you really want to prevent tech misuses, educate your audience instead of trying to terrify them into momentary Luddism.

Talking of technophobia, I name ChatRoulette as front-running candidate for the next tabloid technoterror. The more moderate mainstream media has a hold of the story already, painting it in very “wow, the crazy things these internet people build!” colours with some positivist highlights:

… Chatroulette is a social Web site that allows you to navigate somewhat incognito. “There’s no log in, there’s no registration, and that’s fundamentally different from Facebook and Twitter, where your real persona is tied back to you,” said Sarita Yardi, a doctoral candidate at the Georgia Institute of Technology who studies the role of technology in teenagers’ lives.

The Web has long allowed anonymous conversations among strangers. Text-based chat rooms are rife with deceit — people pretending they are someone else. Video makes this harder — even if you’re wearing a mask. Then, too, the anonymity can be fleeting. Screenshots of people using Chatroulette have popped up everywhere. Is one of them you?

In truth, ChatRoulette looks to be a pretty benign (and ultimately banal) thing – not to mention strangely reminiscent of a Jeff Noon story I vaguely remember, in which every one in the world had a mirror that showed the face of another person somewhere else in the world. The usual social media/privacy commentators are being quietly sensible, too, albeit keeping their guard up against the inevitable accusations of showing support for technodepravity:

I like the fact that there are still a small percentage of folks out there looking for some amusement because they’re bored and they want to connect with randomness, folks who recognize the joy of meeting strangers in a safer space than most physical spaces where that’s possible. I realize that this creates the potential for seeing some pretty gross and/or problematic things and I certainly don’t want to dismiss that, but I’m pretty certain that teens are responding the same way that I’m responding – by clicking Next. Is that ideal? Probably not. And I’d certainly love a filter – not just for teens but for my own eyes.

I’m not sure that immature folks of any age (or the easily grossed out) should be on this site. But I do hope that we can create a space where teens and young adults and the rest of us can actually interact with randomness again. There’s a cost to our social isolation and I fear that we’re going to be paying it for generations to come.

Indeed; the more we seek to protect ourselves and our children (especially the children, poor innocent things that they are!) from everything and anything, the less able to deal with adversity we become – and adversity is inevitable, unless you live in a box lined with cotton wool and a Faraday cage. Common sense aside, however, the potent and flammable combination of children, strangers and video pretty much ensures that ChatRoulette will be moral-panic-boogie-man of the week for the usual suspects within the next month or so… provided the fad lasts that long, of course.

Neurocapitalism

Move over, neurocinematicsneurocapitalism reaches far beyond the theatre and focus group in its all-pervasive influence! Well, not quite, but Martin Börjesson responds to an article that uses the term as its title in order to make a point about the increasing ubiquity of neuroscience and the effects that it will have on every aspect of our lives, be they public or private:

The real reason why neurophysiological knowledge will have huge impact is rather that we are heading into a world where 1st person experiences, emotions and perspective will dominate. This shift is very well matched to what neurophysiology is promising: e g to solve people’s (perceived) disorders and fix (perceived) shortcomings, but also to boost experiences and create (artificial) peace of mind. Institutions will, part from selling all the neuro-based drugs, devices and services to people, use the new knowledge to both manipulate people but also get new insight in what people wants in order to be able and develop and market products and services more efficiently and effectively.

So even if we will not have a Neurocapitalism, we will most likely have a market in where many, many products and services will be based on or transformed by the new knowledge, ideas and innovations that stem from neurophysiological research.

As with basic psychology, knowledge is power; if you want to be able to resist the imminent finely-crafted importunings of anyone who can afford the right neurological research, you’ll need to learn which tricks they’ve found effective so as to protect yourself against them. But start small – why not learn a little about the emotional psychology of retail as a warm-up [via BoingBoing; image via Hljod.Huskona]?

Kenya dials up banking by text

Many places across the planet lack basic commercial infrastructure. Kenya is serving as a case study of how banking by mobile phone seems to fill (or leapfrog?) the gaps. Since a phone-text bank service called M-PESA was introduced in 2007, almost 40% of Kenyan households have one user, while only 22% of adults have traditional bank accounts.

M-PESA charges fees for transfers, and doesn’t pay interest on savings. It might, though, spur development by making it easier to move capital around. The impact of the system is being watched by Tavneet Suri (MIT/Sloan) and William Jack (Georgetown U.).

In a 2008 survey of 3,000 households in areas representing 92% of Kenya’s population, Suri and Jack found that despite M-PESA’s fees, large numbers of Kenyans are using it for basic banking functions. About 38% of money transfers originated in rural areas. According to Suri, farmers are one group that employs the technology to lend each other money in lean times.

“Many of these people work in agriculture where you have highly variable incomes because of the weather,” explains Suri. “That means banks also don’t want to lend to them because the risk is much higher. So people insure risk, by making informal agreements: ‘I’m going to lend you money if you need it.’ And if you were not able to feed your family, you would receive transfers from people in your network. This happens in a lot of developing countries.”

The researchers’ data also shows that 41% of M-PESA money transfers are sent to parents, and only 8% to children, which also strongly suggests that M-PESA fills a classic role in a developing economy; children who leave home to work may be sending money back to help their parents.

The physical separation of people has always made money transfers difficult in developing countries, however, notes Suri, a Kenya native whose family lives outside Nairobi, the capital. Sending money from one place to another has often been “hard to do, costly, not very safe. You might send money with a bus driver and it wouldn’t get there, because he might get robbed. Now it gets there within five seconds, as soon as it takes a text message to arrive.”

And despite their inability to earn interest, Kenyans appear to use M-PESA as a savings tool. In a current working paper summarizing their results, “Mobile Money: The Economics of M-PESA,” Suri and Jack note that 77% of Kenyans say they keep money “under the mattress” at home, so to speak. About 11% of households say they have had savings stolen or become lost, though, meaning that tucking cash away is a money-losing strategy. By contrast, under 2% of M-PESA users believe they have lost money through the system (by sending it to an unintended recipient). That means Kenyans without access to banks should, on aggregate, retain more of their savings through M-PESA.

The next wave of research will look at whether M-PESA really does speed the spread of capital. Freeing up small packets of wealth makes a difference where it’s needed, as Nobel Prize winner Muhammad Yunus, or Heifer International, can attest. (And maybe writers, artists, or musicians, wherever they are, need to see if they can get their 1,000 fans on Twitpay.)
