Climate change, ghost states and conceptual territory

Tuvalu - here today, gone tomorrow?Warren Ellis flagged up a Guardian article about another of my perennial obsessions, the shaky future of nation-states. What happens to a nation-state when the territory it occupies disappears?

Francois Gemenne, of the Institute for Sustainable Development and International Relations in Paris, said the likely loss of small island states such as Tuvalu and the Maldives raised profound questions over nationality and territory.

What would happen if a state was to physically disappear but people want to keep their nationalities? It could continue as a virtual state even though it is a rock under the ocean and its people no longer live on that piece of land.

Gemenne said there was more at stake than cultural and sentimental attachments to swamped countries. Tuvalu makes millions of pounds each year from the sale of its assigned internet suffix .tv to television companies. As a nation state, the Polynesian island also has a vote on the international stage through the UN.

“As independent nations they receive certain rights and privileges that they will not want to lose. Instead they could become like ghost states,” he said. “This is a pressing issue for small island states, but in the case of physical disappearance there is a void in international law.”

I’d suggest it’s not just climate change that could cause ghost-states – surely the Tibetan government-in-exile is something of a ghost-state, also, and conflicts like the Russian invasion of Georgia could lead to glove-puppet states whose citizens are pretty much disenfranchised by political machinations beyond their control.

As the old saying goes, the map is not the territory – and this will become more true as time goes by. Will corporations offer a more attractive package of rights to ghost-state citizens than other nations? As climate change refugeeism increases (and on the assumption that the consequential increase in immigration and asylum-seeking will tend to make richer nations raise their borders rather than lower them, unless they see immigration as a solution to a greying population), I think it’s safe to assume that they might. The proliferation of pirate micronations (like smaller versions of the Raft from Snow Crash, perhaps, bypassing the need for physical territory by way of mobility and/or the colonisation of interstitial territories, be they land- or ocean-based) seems inevitable.

Krugman on slowing pace of change

changeNobel economics laureate Paul Krugman, speaking at Worldcon, holds forth on the slowing pace of change:

“The pace of change has actually, generation by generation, been slowing down,” he claimed. “The world of today is not as different from the world of 1959 as the world of 1959 was from 1909.”

So let’s say that you travel 30 years into the future and find yourself in a shopping mall. You’ll be astounded at the “great gizmos” that are for sale there, but you’ll still be able to recognize it as a shopping mall, said Krugman. On the other hand, lots of trends are likely to come to a head over the next few decades, including climate change and peak oil, and they could result in a drastically different world.

It kind of makes sense. In the Western world technology – specifically consumer electronics, medicine, communications, and computers – have developed enormously in the past 40 years, but cultural and social change has been less pronounced. We still live a fairly automobile-centric, consumer-based, culturally egalitarian lifestyle[1] that would have been recognisable to someone living in 1959.

But Krugman points out that this could change in the future, with climate change, peak oil, disruptive biotechnology, radical life-extension, resource wars, AI, and the changes in attitudes and culture that these thing could lead to.

[1]: I think that we (i.e. the Western liberal democracies) are certainly a more culturally egalitarian society (with greater gender equality, gay rights, and less racism) than we were in 1959, but I’m not entirely sure that 1909 was substantially more racist, homophobic, and sexist than 1959. Question: did our *culture* (as distinct from technology) change more between 1959 and 2009 than between 1909 and 1959?

Consuming the future

nature_chainsVia New Scientist, scientists at the Ecological Society of America confirm my Agent Smithesque suspicions on the cause of our ongoing environmental crisis:

More specifically, all we’re doing is what all other creatures have ever done to survive, expanding into whatever territory is available and using up whatever resources are available, just like a bacterial culture growing in a Petri dish till all the nutrients are used up. What happens then, of course, is that the bugs then die in a sea of their own waste.

Making all this worse is the development of consumerism, which encourages even greater consumption of resources than would be the case if every new human being consumed as much as they have done historically, the NS article comments on the development of this trait:

According to Rees, the change took place after the second world war in the US, when factories previously producing weapons lay idle, and soldiers were returning with no jobs to go to.

American economists and the government of the day decided to revive economic activity by creating a culture in which people were encouraged to accumulate and show off material wealth, to the point where it defined their status in society and their self-image.

In today’s world, such rhetoric seems beyond belief. Yet the consumer spree carries on regardless, and few of us are aware that we’re still willing slaves to a completely artificial injunction to consume, and to define ourselves by what we consume.

British philosopher John Gray (not the American self-help guru of the same name) has argued something similar in his book Straw Dogs: Thoughts on Humans and other Animals, in which he lays out a thoroughly pessimistic critique of the notion of human exceptionalism, and his prediction of the imminent failure of environmentalist policies.

I don’t agree entirely with Gray on the inevitability of collapse and decay, but I certainly concur with James Martin‘s view that the 21st century will have to mark a change from focussing on limitless growth to sustainable growth (if such a thing is truly possible), as a precursor to a steady state economy.

The article raises another interesting point:

In an ideal world, it would be a counter-advertising campaign to make conspicuous consumption shameful.

“Advertising is an instrument for construction of people’s everyday reality, so we could use the same media to construct a cultural paradigm in which conspicuous consumption is despised,” he says. “We’ve got to make people ashamed to be seen as a ‘future eater’.”

I’m against moralistic ‘holier-than-thou’ criticisms of consumerism, but as “consumerism” as a concept has come about by the deliberate decisions of business people and marketers (and policymakers) seeking to promote ever greater economics growth and consumption, might it not be time to have a similar drive towards sustainability?

First the good news: plants evolve quickly in response to climate change

plant in droughtNow the bad news: it’s not always a positive change, as serendipitously discovered by Arthur Weis of the University of California:

When a severe drought struck southern California, Weis realized that he could use the extra bucket of seeds for an experiment. In 2004 he and his colleagues collected more field mustard seeds from the same sites that Sim had visited seven years earlier. They thawed out some of the 1997 seeds and then reared both sets of plants under identical conditions. The newer plants grew to smaller sizes, produced fewer flowers, and, most dramatically, produced those flowers eight days earlier in the spring. The changing climate had, in other words, driven the field mustard plants to evolve over just a few years. “It was serendipity that we had the seeds lying around,” says Weis.

The article continues with a lengthy examination of the plasticity of lifeforms – their ability to change swiftly in response to environmental conditions. Recent research is putting the lie to the original Darwinian view of evolution as something that operates at a glacially slow pace, and strongly suggesting that climate change – regardless of cause – may be one of the most important factors in evolutionary change. Whether the increasing pace of climate change will be reflected by a stronger and faster response from natural selection remains to be seen. [image by Andyrob]

This pretty much underlines what I think a lot of us know deep down; whatever happens, the Earth and its biosphere will survive. Whether we get to remain a significant component of it is still an open question.

Modelling the climate

weatherAn interview with Gavin Schmidt over on Edge explores the nature and development of climate modelling:

What we have decided, as a scientific endeavor, is to extrapolate as much as we can from our knowledge of the individual processes that we can measure: evaporation from the ocean, the formation of a cloud, rainfall coming from a cloud, changes in the wind patterns as a function of the pressure field, changes in the jet stream. What we have tried to do is encapsulate those small-scale processes, put them altogether, and see if we can predict the emerging properties of that fundamental complex system.

He explores the sometimes contradictory predictions of different climate models:

In the same way that you can’t make an average arithmetic be more correct than the correct arithmetic, it’s not obvious that the average climate model should be better than all of the other climate models. So for example if I wanted to know what 2+2 was and I just picked a set of random numbers, the answer by averaging all those random numbers is unlikely to be four. Yet when you come to climate models, that is kind of what you get. You get all the climate models and they give you some numbers between three and five and they give you something that is very close to four. Obviously, it’s not pure mathematics — it’s physics, it’s approximations, there is empirical tuning that goes on.

You need to have some kind of evaluation. I don’t like to use the word validation because it implies a kind of binary/true-false set up. But you need an evaluation; you need tests of the model’s sensitivity compared to something in the real world that can give you some credibility that that model has the right sensitivity. That is very difficult.

It is a lengthy essay/video interview but well worth the read/watch, as it is refreshing to hear firsthand from a professional climatologist.
