Redrawing the globe with the city at its heart

Very sincere thanks to @polgrim for flagging up this excellent article at ForeignPolicy.com. It’s like a heaped plate of geopolitical and socioeconomic Zeitgeist, full of favourite Futurismic riffs like the decline of the nation-state, the weakening of the “first-world” West, the shift toward urban living and the possibilities – good and bad – of rethinking the way we approach these things.

Be sure to read the whole thing (it’ll probably take you maybe twenty minutes max, and it’s worth every second), but here’s a chunk that made my brain chime like a temple bell:

Accelerating this shift toward new regional centers of gravity are port cities and entrepôts such as Dubai, the Venices of the 21st century: “free zones” where products are efficiently re-exported without the hassles of government red tape. Dubai’s recent real-estate overreach notwithstanding, emerging city-states along the Persian Gulf are investing at breakneck speed in efficient downtown business districts, offering fast service and tax incentives to relocate. Look for them to use sovereign wealth funds to acquire the latest technology from the West, buy up tracts of agricultural land in Africa to grow their food, and protect their investments through private armies and intelligence services.

Alliances of these agile cities are already forming, reminiscent of that trading and military powerhouse of the late Middle Ages, the Hanseatic League along the Baltic Sea. Already, Hamburg and Dubai have forged a partnership to boost shipping links and life-sciences research, while Abu Dhabi and Singapore have developed into a new commercial axis. No one is waiting for permission from Washington to make deals. New pairings among global cities follow the markets: Witness the new Doha to Sao Paulo direct flight on Qatar Airways or the Buenos Aires to Johannesburg route on South African Airways. When traffic between New York and Dubai dried up due to the financial crisis, Emirates airlines rerouted its sleek Airbus A380 planes to Toronto, whose banking system survived the economic shake-up in better shape.

Consider how aggressively Chinese cities have now begun to bypass Beijing as they send delegates en masse to conferences and fairs where they can attract foreign investment. By 2025, China is expected to have 15 supercities with an average population of 25 million (Europe will have none). Many will try to emulate Hong Kong, which though once again a Chinese city rather than a British protectorate, still largely defines itself through its differences with the mainland. What if all China’s supercities start acting that way? Or what if other areas of the country begin to demand the same privileges as Dalian, the northeastern tech center that has become among China’s most liberal enclaves? Will Beijing really run China then? Or will we return to a fuzzier modern version of the “Warring States” period of Chinese history, in which many poles of power competed in ever-shifting alliances?

Centralised governance is done; stick a fork in it. Things fall apart, the centre cannot hold… but “mere anarchy” might not be the horror that Yeats expected it to be. We’re adaptable critters, us humans; we’d do well to remember that.

Stuff the jetpacks, where’s my moving pedway?

Is the moving sidewalk an sf-nal idea whose time has come? Tom Vanderbilt at Slate asks whether urban transportation networks could be significantly improved by making the walkways of the city move like the ones at the airport [via SlashDot].

It’s actually a much older idea than Heinlein’s “The Roads Must Roll”:

The moving walkway, of course, is a firmly entrenched and familiar transportation technology, but it has been largely limited to controlled (and typically transportation-related) environments, like airports, train stations, or theme parks. Its history unspools further back than you might imagine. As Paul Collins has written, the first moving sidewalks were unveiled at Chicago’s 1893 Columbian Exposition (where they could shuttle 31,680 passengers per hour), again at the 1900 Paris Exhibition, and seemed well on their way to conquering cities like New York. As Collins writes, Max Schmidt, the creator of the Chicago walkway, “proposed a flurry of similar projects around Manhattan—running down Broadway, along Wall Street, over the Williamsburg Bridge and across 23rd and 34th Street. To Schmidt, the advantages of the moving walkway were so compelling that he was convinced they would supplant some subways rather than supplement them. By 1909, he was pushing a massive $70 million scheme that would provide Manhattan with a network of subterranean moving sidewalks.”

Vanderbilt draws no solid conclusions, but much of the material he mentions suggests that there are enough downsides to the idea to make it counterproductive. For my money, urban centres with hugely reduced motor vehicle traffic could simply build wider walkways (and more cycle paths), which would make pedestrian movement not only faster but safer and more enjoyable…

… yeah, yeah, I know, I’m such a utopian.

Serendipitous and contextually relevant bonus material: Shareable has just republished Benjamin Rosenbaum’s story “Falling”, which starts with a man standing on a moving walkway in a future Frankfurt. Short, sweet and a little bit visionary.

Bughunting in the city’s software

Ah, internet serendipity – a few days after my post about SeeClickFix and systems for crowdsourcing bugfixes in the urban system*, Adam “Speedbird” Greenfield posts about improving “frameworks for citizen responsiveness” [via Chairman Bruce]:

So how would you close the loop? How would you arrange things so that the originator, other members of the public, the city bureaucracy itself and other interested parties are all notified that the issue has been identified and is being dealt with? How might we identify the specific individuals or teams tasked with responding to the issue, allow people to track the status of issues they’re reported, and ensure that observed best practices and lessons learned are gathered in a resolution database?

In a talk I heard him give a few months back, technology entrepreneur Jyri Engeström suggested stealing a page from the practice of software development as a way of addressing shared problem spaces more generally. He pointed out that, during his time at Google, employees turned the tools developed to track open issues in software under development toward other domains of common experience, like the shuttle buses the company provides to haul them back and forth between San Francisco and Mountain View.

When hassles arose with the bus service, employees treated them just like they would known issues in some application they were working on: they entered their complaints into an existing bug tracker, which provided each case with a unique identifier, a space to characterize it more fully…and perhaps most importantly, the name of a party responsible for closing out the ticket.

The general insight Jyri derived from his experience got me to thinking. An issue-tracking board for cities? Something visual and Web-friendly, that’s simultaneously citizen-facing and bureaucracy-facing? Heck, that begins to sound like a pretty neat way to address the problems with systems like 311 and FixMyStreet.

Seems pretty logical (and pretty much what SeeClickFix are aiming towards, albeit a lot more fully featured and comprehensive). That said, the system relies on the same sort of user tenacity that any big collective project requires: making it easier to see where pressure needs to be applied still requires that the pressure to be applied, if you see what I mean, and maybe it’s naive to hope that the majority of citizens will care enough to get involved (because the vast majority of, say, Ubuntu users, certainly don’t bother doing much beyond turning up and asking n00b questions that five minutes of searching would solve for them**). Then again, lowering barriers to participation, so on and so forth… maybe if it’s done right, people would use it.

Or perhaps this is the natural outcome of geeks developing ideas for the wider world: they’re gonna be geeky ideas, and geeky ideas don’t always float the boats of everyone else. Is Greenfield’s framework just another case of everything looking like a nail when you’re well-versed in hammer deployment?

Downsizing Detroit: agriculture in the inner city

We mentioned last summer that there was a chance some of the American cities affected worst by the changing economic climate deliberately “downsizing” themselves in order to consolidate what remains and cauterise the wound, and it seems that the decision has been made in the case of Detroit.

With the town already showing signs of becoming a new frontier for hippies, frugalists, art communes and close-to-the-land types, Detroit’s planners are proposing to change roughly a quarter of the city’s ghost-town urban areas into semi-rural farmland [via BoingBoing].

That’s a grim decision to have to make; I think we can assume that it’s being made by people who really can’t see any other way out. Question is, will Detroit be just the first of many?

Only the slums can save us now

The magic of squatter cities is that they are improved steadily and gradually by their residents. To a planner’s eye, these cities look chaotic. I trained as a biologist and to my eye, they look organic. Squatter cities are also unexpectedly green. They have maximum density—1m people per square mile in some areas of Mumbai—and have minimum energy and material use. People get around by foot, bicycle, rickshaw, or the universal shared taxi.

Not everything is efficient in the slums, though. In the Brazilian favelas where electricity is stolen and therefore free, people leave their lights on all day. But in most slums recycling is literally a way of life. The Dharavi slum in Mumbai has 400 recycling units and 30,000 ragpickers. Six thousand tons of rubbish are sorted every day. In 2007, the Economist reported that in Vietnam and Mozambique, “Waves of gleaners sift the sweepings of Hanoi’s streets, just as Mozambiquan children pick over the rubbish of Maputo’s main tip. Every city in Asia and Latin America has an industry based on gathering up old cardboard boxes.” […] Lagos, Nigeria, widely considered the world’s most chaotic city, has an environment day on the last Saturday of every month. From 7am to 10am nobody drives, and the city tidies itself up.
