Democracy and punishment – Asian executions and Czech castrations

The biggest obstacle to ending executions in Asia is politics, not culture. Often, the trigger for a decline in capital punishment is a degree of democracy and an easing of authoritarianism.

… this suggests that the main explanation for high execution rates in certain Asian countries is the authoritarian politics of their leaders. As the region continues to develop and become more democratic, we expect the executioner to become a vanishing species.

That, of course, presumes that the move toward more democratic government is universal and irreversible; that’s not a bet I’d be keen to make until I’ve watched the economic events of the next decade or so, personally.

Capital punishment may be on the decline overall (at least officially), but over in Europe the Czech Republic has caught the attention of other countries with its policy that allows judges to sentence certain types of sex offender to chemical castration. The Council of Europe defines it as a form of torture, but other lawmakers aren’t so keen to exclude it from the statute list permanently:

The Czech Republic has allowed at least 94 prisoners over the past decade to be surgically castrated. It is the only country in Europe that uses the procedure for sex offenders. Czech psychiatrists supervising the treatment — a one-hour operation that involves removal of the tissue that produces testosterone — insist that it is the most foolproof way to tame sexual urges in dangerous predators suffering from extreme sexual disorders.

Now, more countries in Europe are considering requiring or allowing chemical castration for violent sex offenders. There is intense debate over whose rights take precedence: those of sex offenders, who could be subjected to a punishment that many consider cruel, or those of society, which expects protection from sexual predators.

Punishments of all types raise questions of societal ethics, and with a subject as sensitive as sexual crimes it’s inevitable that opinions are going to be sharply divided. At the risk of channeling Focault for a moment, though, I’d point out that there’s a connection between executions in the Far East and chemical castrations in central Europe – they’re both ways of appealing to (and manipulating) mob sentiment. Given the threat of global political instability in the near future, I suspect we’ll be seeing more physical punishments on statute books, not less. At what point does a mutilation become a just punishment? Is chemical castration going to be more effective at preventing sex offences, or making it look as if something is being done about sex offences?

Shipping container tower block

In what might be some bizarre manifestation of hyper-rapid Zeitgesit symbolism adoption, the repurposed shipping container really does look like it will be one of the visual memes of 2009. Here’s the latest contender, the proposed Lotto Turm of Stuttgart, Germany:

The Lotto Turm tower will be constructed of 55 shipping containers stacked on top of each other, and will be designed to include a noise-free courtyard as well as a spiral pathway that circles around the building. Balconies, terraces, and stairs accent the tower from top to bottom, giving the stacked block structure a fantastical quality, and Gardens and plants will accentuate the varied vertical landscape. The public may enter and go all the way to the top of tower for a view of the city through the lotto sphere.

I don’t know what local development policy is like in Germany, but there’s no way that a shipping container tower block would get a green light here in the UK (more’s the pity). That said, I’m not entirely sure how straight-faced the Lotto Turm idea really is – there’s definitely an element of humour in Behrendt’s design.

Still, given the amount of shipping containers that have started piling up empty in docks and factory lots around the country, they’re just waiting to be reused for something worthwhile; pragmatism may defeat NIMBYism in shorter order than anyone might expect. Bruce Sterling: “People don’t pay attention to novels”

The BBC has an interview with Bruce Sterling and, despite being a man with a new book to plug (which I’m about 0.25 of the way through reading, incidentally), he doesn’t have much faith in the power of science fiction novels to change the world, despite their greater modern relevance:

“People don’t pay attention to novels. The socially important parts of American communication are not taking part in novels. You can write them but they are not changing public discourse.

“You can also say that everybody in society has moved up a notch and everybody just wants the executive summary.”

Science fiction, he says, has as much relevance in today’s world of seemingly relentless scientific endeavour across many different fields as it did in the past when the perception of the pace of change was arguably slower.

He says: “Science fiction writers are not suffering from the pace of development. We’re suffering much less than stockbrokers and financiers from that pace of change.”

That makes a certain amount of sense; after all, an sf writer is trying to steer his imagination through the currents of the near future, while a stockbroker is trying to steer an intangible and evaporating block of digital money that in many respects doesn’t really exist at all… I know which job I’d rather have. 😉

Maglev + space elevators + Moon = Big Dumb Object

moonA classic Big Dumb Object is discussed in Short Sharp Science: a space elevator combined with a maglev launcher to propel prospective lunar colonists into orbit:

The lunar elevator doesn’t actually reach the regolith. Instead, the elevator ribbon ends 10 kilometres shy of the lunar surface so that no lunar mountain peaks hit the end, or terminus, of the orbiting elevator.

So how do astronauts make that 10 km jump to the elevator’s dangling tail? Easy: as the terminus passes overhead, they are fired in a magnetically levitated train along a track that’s been laid across the lunar plain and which gradually eases upwards to become vertical.

If they are fired at just the right time – and I wouldn’t like to be the person specifying or writing the software to do that, they are caught by some kind of robotic grappler at the terminus, which attaches the train to the ribbon.

Comics Self-publishing 101… from a man who’s been there and done that

If you’ve ever considered setting yourself up as an independent comics publisher to push your own work, novelist and indie-creator Jim Munroe has got your back with a self-publishing primer.

One of the coolest thing about the comics world is that it doesn’t dismiss self-publishers the way the lit world does. Maybe because it’s a less pretentious field, or a newer one, or that drawing talent is more quickly discerned at a glance.

Pretentious? Us? Au contraire! Well, that’s a debate for another day… for now, let’s see what Munroe suggests as a start:

Someone wrote in another Xeric testimonial that you should not attempt self-publishing and all of this business unless you have no choice. This is really true. It’s a tonne of work, there’s no money in it, and trying to put comic books out there for public consumption is another full-time job on top of doing the actual (creative) work.

[…]

But the more of your own work you do the more focused you become, and the easier it gets, at least to be confident enough to start a project, to see it through, and to learn a thing or two about it and yourself in the process.

In other words, self-publishing shouldn’t be considered a short-cut to success for shoddy work… which is the one thing that the majority of self-published novelists seem to have utterly failed to realise. There’s lots of solid practical advice in Munroe’s post, so if you’re a comics writer or artist (or just interested in the business side of small-scale publishing) go take a look.

Will increasing ease of access to self-publishing tools make it more acceptable to self-publish novels, or less?
